A European ambition, local arbitrations
The European water resilience strategy aims in particular to improve water efficiency by 10% by 2030 at Union level. This strategic objective does not constitute, in itself, a uniform quota applicable to each factory. It does not replace either the examination of a project or the conditions and authorizations which concern it. [1]
For an industrial establishment, a data center or an agri-food activity, the debate takes place in a basin, with seasons and existing uses. A European average does not explain local availability in summer. A gain in efficiency announced at group level does not necessarily address the concerns surrounding a site.
This analysis, dated October 7, 2026, proposes a method of dialogue. Its starting point is simple: residents and territorial stakeholders must be able to understand what the project changes, the hypotheses on which it is based and the decision-making margins that still exist.
Use comparable words and perimeters
Collection and consumption do not mean the same thing. Withdrawal corresponds to water withdrawn from a resource; consumption concerns the part which is not returned, for example because it evaporates or enters a product. The European Environment Agency explains this distinction. The quality, location and timing of restitution should also be examined to understand the local situation. [1]
In the communication materials, specify the resource used, the perimeter of the site, the period and the units. Annual data must be accompanied by information on critical periods when relevant. A presentation of the recycled volumes must avoid having to pass through several internal circulations of the same water for as many samples avoided.
It is also necessary to distinguish absolute volume and intensity per unit produced. The first provides information on the quantity mobilized; the second makes it possible to monitor operational efficiency within a comparable scope. Publishing only the most favorable measure deprives the debate of part of the information.
Make visible the effect of the project on the territory

The technical file and its public summary must be coherent. The synthesis does not have to reproduce all the calculations, but it must make it possible to find the data and limits that matter. A simple flow map can be more useful than a spectacular image of the future building.
Before presenting the economic benefits, address the questions that the territory actually poses. Employment, taxation and innovation do not make questions about the resource disappear. They belong to the same project discussion, but are not a substitute answer.
Fictional numerical example: better efficiency, more water withdrawn
Consider a fictitious site which takes 100,000 m³ to produce 10,000 units, or 10 m³ per unit. The following year, he took 110,000 m³ for 13,750 units, or 8 m³ per unit. The intensity decreases by 20%, while the total withdrawal increases by 10%. Both observations are correct; they answer two different questions.
A press release limited to “20% less water” would be ambiguous. A complete presentation specifies the improvement per unit, the increase in production and the evolution of the total volume. It then explains whether this increase is compatible with the project assumptions and local constraints, based on competent analyses.
These numbers are educational and do not describe any actual site. They show why a communications department must work with technical teams on denominators, volumes and periods before choosing a title. The same reasoning applies to consumption, provided that the corresponding measures are used.
Design a consultation that can help the project evolve
A useful dialogue begins with the identification of the interlocutors: communities, managers, competent services, neighboring businesses, associations, farmers and residents concerned. Their roles and expectations differ. The stakeholder matrix makes it possible to prepare for this reading without reducing the actors to their supposed support or opposition. [1]
We must announce what can still evolve, what is constrained and why. Presenting simple information on a completely made choice as consultation can increase distrust. Conversely, suggesting that everything remains negotiable creates expectations that are impossible to keep. Procedural obligations applicable to the project must be discussed separately with the relevant specialists.
Each exchange must leave a useful trace: question received, answer provided, missing information, modification decided or reason for non-modification. Follow-up is not just measured by the number of meetings. It is measured by the way in which questions were answered and how decisions can be explained.
Prepare for difficult scenarios before the announcement
Communication should anticipate a drought, revised data, technical delay or increase in activity. For each scenario, specify who notices the change, who decides and when stakeholders are informed. A reduction or limitation commitment must be linked to an operational mechanism, not just a public declaration.
To prepare a first presentation, gather a flow report, the workload increase hypotheses, the variants examined and the questions already received. Industrial teams validate the facts; public affairs organizes the understanding of institutional and territorial issues; communication makes choices legible.
