CBAM: turning carbon requirements into informed industrial dialogue

The carbon border adjustment mechanism requires companies to reconcile industrial data, import responsibilities and commercial explanations. Credibility depends on the quality of this reconciliation: traceable figures, explained costs and coherent communication between producer, importer and customer.

A new conversation between production and the European market

The definitive MACF regime, or CBAM in English, began on January 1, 2026. It concerns goods including cement, iron and steel, aluminum, fertilizers, electricity and hydrogen. The exact scope depends on the goods and the applicable rules; it cannot be deduced from the sector of activity alone. The Commission presents the final regime and the conditions to be verified. [1]

On 14 August 2026, it also published ten supporting documents, including sector guides and resources for operators of installations outside the Union. These operational guides provide a starting point for organizing the collection and explanation of data. This analysis is dated October 7, 2026. [1]

For a communications department, the subject is therefore not limited to announcing a price increase. It is necessary to explain what is measured, what activity produces the data and how it circulates. For public affairs, it is a question of documenting concrete difficulties without transforming an implementation difficulty into a general unsubstantiated dispute.

Build an intelligible chain of responsibility

Three conversations must be organized: that of the installation with the data provider, that of the producer with the importer, that of the importer with his customer. The exact legal roles must be validated for the relevant flow. Communication must not suggest that a transfer of information automatically shifts regulatory responsibility.

At the operational level, it is necessary to identify the person who produces the data, the person who controls it and the person who uses it. An average at group level is not necessarily an appropriate response to a need relating to a specific installation or commodity. A complete file may also remain unusable if its period, unit or method does not match the request.

We recommend an exchange protocol including definitions, delivery dates, processing of corrections and authorized access. Confidential industrial information is not intended to be distributed in a brochure. They must be able to circulate within the correct perimeter, while a public explanation describes the method and its limits.

This grid is used to prepare the discussions; it does not replace the applicable calculation methods. Before using “low carbon” or comparing two offers, the company must be able to show that the figures are based on comparable scopes. A method improvement can modify a value without any real change in performance; a change in production can have the opposite effect.

The same care is required when it comes to costs. The carbon component, data processing costs, transportation and business decisions should not be merged into a single explanation. The client must understand what assumptions may change and when a cost estimate will be revised.

Adapting the dialogue to Chinese and Indian producers

For a Chinese or Indian group selling in the Union, the difficulty may come from organizing the flow of information between factory, headquarters, trading company and importer. We must examine this real organization rather than assuming a common functioning for all companies in a country. The linguistic versions of the file must retain the same units, the same periods and the same definitions.

A group with several facilities must avoid having favorable performance attributed to deliveries from another site. An importer must be able to find the origin of the figures without asking the sales department to urgently reconstruct the file. Bilingual validation of the glossary and a designated technical contact may be more useful than a general press release on decarbonization.

Institutional strategy also differs from customer communication. A contribution to public authorities must document a reproducible obstacle: data difficult to collect, divergence of interpretation or need for clarification. It must specify the requested solution and its consequences. It must not promise that an institutional relationship will allow an obligation to be waived.

Fictional example: explaining a difference between two deliveries

Let's imagine a steel producer with two facilities and a European importer who notices different emissions values ​​between two orders. An immediate response, “our steel is becoming greener,” would be premature. It is first necessary to examine the original installation, the process, the period covered and the status of the data.

In this fictitious scenario, the difference comes from a change of installation, while the process of each has not changed. The relevant answer explains this change in supply flow. She distinguishes this observation from a measured drop in emissions for comparable production. The customer message is accompanied by an updated sheet and a validation schedule for the remaining data.

This discipline avoids two opposing errors: claiming non-existent progress and automatically interpreting a gap as a failure. It also helps prepare the sales department to answer the same questions in several countries, with a shared factual base.

Prepare a dialogue file rather than a defensive argument

A useful file includes a map of the industrial flow, a matrix of responsibilities, a note explaining the assumptions and a set of questions and answers. It specifies public information, that reserved for partners and that requiring a validation circuit. Finally, it contains a correction mechanism when the data evolves.

To get started, gather an example of the flow actually affected, the requests received from customers, the available data and the messages already used. The joint work of the industrial, purchasing, finance, legal and communications teams makes it possible to identify what is missing before speaking.

Indian manufacturers developing European business should connect production, supply continuity and the information European customers require. The Commission states the CBAM definitive regime applies from 1 January 2026 to covered imports. Check product scope and the relevant obligations with customs and technical specialists before making commercial claims. A French industrial project also needs its own evidence: location, phase, operational responsibilities and dependencies. Distinguish exports from prospective local manufacturing, so ambition is not presented as existing capacity.

Illustrative scenario: an Indian steel producer supplies a French industrial customer while considering a finishing site in France. Prepare an evidence file describing production locations, emissions information available to the importer and which investment decisions remain conditional. The customer brief can address supply and documentation; the local project brief can address skills, logistics and infrastructure. Name each answer’s owner and update assumptions when engineering changes. Dialogue becomes more credible when stakeholders can test specific facts. Neither a group sustainability target nor a potential site announcement substitutes for information on the goods actually supplied.
