How to choose a public affairs consultancy in France and Brussels

Choose a council capable of linking your issue to a specific public decision, explaining the timetable and documenting a transparent approach. A network of contacts does not replace analysis or the quality of arguments.

Distinguish the decision level and the company problem

“Being visible to public authorities” is not a sufficient objective. Are you looking to make an application difficulty understood, contribute to a consultation, prepare an implementation or follow a European text? Ask the consultancy to reformulate the issue and distinguish between what concerns Paris, Brussels and the territories. These levels can be linked, without being interchangeable.

A good proposal explains the decisions still open and those already taken. It identifies the institutional interlocutors, but also the federations, communities, experts and associations likely to provide information or raise objections. The council must know how to recommend not requesting an appointment when the file is not ready.

Clarify who verifies the applicable obligations and who maintains the information necessary to comply with them.

Request an analysis and not a promise of access

In a scenario, a company in the energy sector seeks to explain the consequences of a planned development. Ask the firm to separate established facts, assumptions, company position and counter-arguments. This illustrative scenario tests its ability to produce a useful contribution, rather than announcing a favorable outcome.

The results of a public decision depend on multiple actors. A promise of vote, authorization or guaranteed meeting must therefore be questioned. The contractual objective may relate to the quality of a file, its submission on time and the traceability of procedures; he must not transform an independent decision into a supposedly acquired benefit.

Organize the dialogue between communication and public affairs

Provide a method to prevent public messages from contradicting institutional positions. The same factual basis must fuel discussions with the media, public officials and local stakeholders, with a level of detail adapted to each. A technical position cannot be reduced to a slogan.

For an international company, specify the language of the files, the validations from headquarters and the autonomy of the French team. A note intended for Brussels cannot simply be transposed for a local meeting. The consultancy must explain the differences in audiences, timetables and procedures without presenting a uniform recipe like a European strategy.

Establish the first steps and evaluation criteria

The first month can be used to stabilize the mapping, schedule and evidence; the next steps depend on institutional windows. This sequencing is a proposed method, not a universal deadline. Evaluate the really useful alerts, the contributions produced and the quality of the feedback, rather than the raw number of contacts.

Before the first meeting, prepare your activities, the locations concerned, the texts or decisions identified, previous positions and relationships already engaged. Finally, ask for a strategy review mechanism: institutional news can move the issue faster than an annual contract provides.

An Indian company’s European public-affairs programme should begin with a decision: market access, a local investment or an operational constraint. Separate EU policy from French implementation and local project questions. Prepare a brief stating the project stage, the requested decision and the evidence available on skills and local activity. Map the responsible institutions rather than sending one general presentation to every stakeholder. Record questions, meetings and promised follow-up. Evaluate whether the engagement clarified requirements or improved the proposal. A meeting photograph or reference to the trade agreement should never be used to imply an approval that has not been granted.
