How to choose a public affairs consultancy in France and Brussels

Look for a partner that connects your business issue to a specific public decision, explains its timetable and documents a transparent approach. A contact network cannot replace analysis, evidence or a credible position.

Separate French, European and local decisions

“Visibility with policymakers” is not a sufficiently precise objective. Are you responding to a consultation, explaining implementation difficulties or preparing a French investment? Ask the consultancy to distinguish decisions made in Paris, Brussels and the relevant territory. These levels interact, but they are not interchangeable.

For an American company, a US government-relations playbook is not a ready-made European strategy. Ask the team to map the actual European and French processes affecting the project, identify open questions and explain where technical, local or sector expertise is required. Do not infer influence from access alone.

The HATVP directory and EU Transparency Register provide useful checks. Registration does not certify the quality of advice. The mandate should identify who reviews applicable obligations and maintains supporting records; scope-specific legal questions should be handled with the appropriate advisers.

Test the argument rather than a promise of access

Use a fictional energy-sector example: a proposed change could affect investment decisions. Ask the team to distinguish established facts, assumptions, the company’s position and plausible counterarguments. A strong adviser should be able to explain why a meeting would be premature if the supporting case is weak.

Public decisions involve independent actors. Guarantees of an authorisation, vote or favourable outcome therefore deserve scrutiny. Contractual commitments can cover the quality of analysis, timely contributions and accurate records, without treating a public decision as a purchased deliverable.

Connect institutional positions with corporate communication

Agree how policy work, media statements and local dialogue will use a common factual foundation. A technical position needs explanation, but simplification must not change its meaning. Document approval responsibilities and the circumstances in which a public statement should wait.

For a foreign headquarters, specify working languages, local authority and response times. A briefing prepared for Brussels will not automatically work for a French local stakeholder meeting. Ask the consultancy to explain what changes, why it changes and who validates the evidence.

Evaluate progress against the actual mandate

An initial phase can establish the issue map, timetable and evidence gaps; subsequent milestones depend on decision windows. Evaluate useful alerts, substantive contributions and the quality of feedback rather than counting contacts. This is a proposed management approach, not a universal timetable.

Bring the project description, affected sites, previous positions and existing relationships to the first meeting. Require a mechanism for revising priorities when the institutional context changes. A well-run annual mandate should remain capable of responding to a materially different problem.
