Identify who will do the work

No model is superior in principle. Compare the team to the needs: coordination with headquarters, languages ​​and availability in sensitive moments.

Testing judgment on a real question

Provide a short, non-confidential scenario and ask what should be checked before recommending action. A strong response identifies decision makers, missing evidence, sequence and limitations. Be wary of promises of meetings, favorable outcomes or regulatory results without analysis. The exercise assesses thinking, without requiring free production.

Compare perimeters before prices

Distinguish between diagnosis, writing, media, institutional dialogue, monitoring, travel and external costs. Check what changes with an additional country or announcement, as well as managing conflicts of interest and partners. A lower price may cover less work; a higher amount may include services unnecessary to the project.

Agree on useful deliverables and criteria

A first phase can provide mapping, evidence package, narrative, national priorities and announcement plan. Evaluate relevance and execution, rather than contact volume or article promise. In public affairs, monitoring focuses on discussions and the progress of the issue, without suggesting control of public decisions.

India–France–Europe: translate the project into a public-interest case

An Indian company’s European public-affairs programme should begin with a decision: market access, a local investment or an operational constraint. Separate EU policy from French implementation and local project questions. The Commission’s EU–India agreement page distinguishes concluded negotiations from the legal procedures required for binding entry into force. Preserve that distinction in commercial claims. French interest-representation rules can also cover foreign entities meeting the criteria described by the HATVP; assess applicable transparency obligations before outreach. Bilateral relations provide context, not automatic support for individual projects.

Illustrative scenario: an Indian manufacturer wants to discuss a French expansion and workforce-training needs. Prepare a brief stating the project stage, the requested decision and the evidence available on skills and local activity. Map the responsible institutions rather than sending one general presentation to every stakeholder. Record questions, meetings and promised follow-up. Evaluate whether the engagement clarified requirements or improved the proposal. A meeting photograph or reference to the trade agreement should never be used to imply an approval that has not been granted.
