Classify decisions
Distinguish between current product facts, local implementation, strategic commitments, incidents and public positions. Each category calls for a suitable validator. Sending everything to the CEO slows down; let each country invent its own dispersed commitments. Explicitly define the relevant level of autonomy.
Create a common factual basis
Maintain validated information on entities, services, responsibilities and commitments, dated and assigned. Countries adapt the explanation while retaining the facts. The American trade guide's distinction between European strategy and national plans is useful: common direction does not erase differences in institutions, audiences or execution.
Agree with local authority
Specify direct responses, consultations and formal approvals. Designate alternates and channels. Internal deadlines must correspond to the situation and be presented as internal rules. Test operation during American night; global messaging alone does not solve time difference.
Make Disagreement Useful
The local team may perceive an underestimated risk at headquarters, which itself experiences a broader constraint. Each party must present evidence, decision and consequence. A short arbitration note is often better than a long email exchange. Record final choice and responsibility for follow-up.
Test a realistic European case
Take a fictional controversy related to the delay of an industrial deployment. Who confirms the facts, talks to the customer, approves the response and informs other countries? The exercise reveals missing evidence and ambiguous authority. A beautiful statement is not enough if the team cannot put together what justifies it.
Maintain usable governance
Deliver responsibilities matrix, factual model, escalation procedure and review rhythm. Review real cases and remove steps that delay without improving.
