Independent consultancy, integrated agency or global network: choosing a partner

The right model depends on the decision to prepare, the skills to bring together and your ability to pilot the mission. Compare the actually mobilized team, coordination and contractual commitments before the size of the agency.

Start with the work to be done

A communications department may need senior advice for a sensitive announcement, a daily production team or coordination between several countries. These needs do not necessarily call for the same organization. First write down the expected decision, the audiences concerned, the deadlines, the volumes and the skills missing internally. A vague perimeter makes the proposals incomparable.

Also identify your own availability. A specialist firm may be relevant if you know how to coordinate several service providers. An integrated organization can reduce interfaces, provided that coordination is actually entrusted to an identified manager. The existence of several offices does not, in itself, prove their ability to work together.

These categories may overlap. A freelancer can organize a network of specialists; an integrated agency may depend on local partners. Ask for a mission organization chart and a distribution of responsibilities rather than a simple implementation map. The important thing is to know who advises, who produces, who validates and who responds if the situation deteriorates.

Test the team in a realistic situation

Propose to the finalists the same limited case: a company in the industrial sector is preparing an announcement concerning a French site and several subsidiaries. Ask what questions they would ask, priority decisions, and validation steps. This scenario is illustrative, not a customer reference. It allows you to observe listening, prioritization and the ability to recognize what is missing.

Involve the people who will actually work on the file. An interview with very senior profiles does not guarantee their subsequent availability. The contract should specify their role, the frequency of their intervention, the replacement arrangements and the conditions for exceptional mobilization.

Compare coordination cost, not just fees

Reconstitute an identical scope: languages, countries, meetings, deliverables, revisions, monitoring and external costs. Add the piloting time requested from your teams. A cheaper offer can shift a significant part of the coordination to the customer; a more expensive offer may include production you don't need.

Check conflicts of interest, access to sensitive documents, subcontractors and recovery of files at the end of the mission. The IPRA ethical principles constitute a guide for discussion, not an automatic certification of quality. Demand answers tailored to your case.

A decision grid to be set before the defenses

For each candidate, note the understanding of the issue, the team, the method, the evidence, the coordination and the complete cost. Use the same scale, with written proof behind each rating. Set the elimination criteria before the discussions: unavailability, unresolved conflict or absence of manager, for example. An average should not mask a critical defect.

To prepare for the first exchange, gather your brief, the essential dates, the available documents and a list of decisions still open. At the end of the selection, formalize why the selected model is suitable for this mission. This will give you a reference point to evaluate the collaboration after three months.

Indian manufacturers developing European business should connect production, supply continuity and the information European customers require. The Commission states the CBAM definitive regime applies from 1 January 2026 to covered imports. Check product scope and the relevant obligations with customs and technical specialists before making commercial claims. A French industrial project also needs its own evidence: location, phase, operational responsibilities and dependencies. Distinguish exports from prospective local manufacturing, so ambition is not presented as existing capacity.

Illustrative scenario: an Indian steel producer supplies a French industrial customer while considering a finishing site in France. Prepare an evidence file describing production locations, emissions information available to the importer and which investment decisions remain conditional. The customer brief can address supply and documentation; the local project brief can address skills, logistics and infrastructure. Name each answer’s owner and update assumptions when engineering changes. Dialogue becomes more credible when stakeholders can test specific facts. Neither a group sustainability target nor a potential site announcement substitutes for information on the goods actually supplied.
