Compare a complete cost for a common scope: advice, production, seniority, coordination, availability and costs. Two amounts are only comparable if the responsibilities and exclusions are explicit.

Reconstruct a unit of comparison

A proposal can include a diagnosis and some deliverables; another a continuous presence with management. Comparing only their total is like comparing two separate services. Prepare a common table with countries, languages, audiences, volumes, deadlines, validations and assumptions. Ask agencies to report discrepancies rather than hiding exclusions.

Separate essential needs from options. A graphic production, a study purchase or an on-call can be useful without being necessary for the launch. This distinction makes it possible to decide on the right scope before negotiating a reduction which would silently reduce consulting time.

No model is universally superior. A package is best suited to a stable scope; continuous support requires a prioritization rule; the time spent requires regular visibility on consumption. The comparison must also include what happens when urgency or volume exceeds assumptions.

Examine the seniority actually available

Ask who conducts the arbitrations, who drafts, who coordinates and who verifies. The title of those present during the defense does not establish their future contribution. An experienced team can save time on a sensitive decision; regular production can mobilize other profiles. The right balance depends on the work expected.

Specify the frequency of senior exchanges and the method of replacement. For extended availability, define ranges, alert channel, support times, and limits. “Permanently available” is insufficient if no one explains how the organization keeps this commitment.

Calculate the full cost of an identical scenario

The cost to compare includes fees, options selected, external costs, internal coordination and processing of changes. Without inventing a market rate, ask each candidate to cost the same scenario: an ad, two languages, spokesperson preparation and an assessment. Clarify any assumptions that would change the price.

A fictitious example: offer A provides for writing but not translation or legal revisions; Offer B includes coordination of these steps. Their price difference therefore does not only measure the margin difference. First establish a comparable scope, then examine the value of the method and the team.

Plan for changes and the end of the mission

A workable quote describes the process of agreeing on additional work, expenses subject to validation, invoicing deadlines and return of files. Have the necessary clauses reviewed by your advisors. The objective is to make the relationship predictable, not to present a standard grid as a universal contract.

During the first discussion, provide an indicative budget if you know it, the constraints and the documents available. Ask for two argued perimeters rather than an abstract discount: the consistent minimum and the options that really change the expected result. A transparent proposal helps to arbitrate; it does not promise a guaranteed reputational effect in exchange for an amount.
