Independent consultancy, integrated agency or international network: which partner should you choose?

Choose the operating model that fits the decision, the skills required and your ability to coordinate the work. The people assigned to the account, decision rights and contractual commitments matter more than the agency’s size alone.

Define the work before choosing the structure

A sensitive announcement, a continuous content programme and a rollout across several countries require different resources. Describe the decisions to support, audiences, deadlines, production volumes and capabilities missing internally. A vague brief encourages agencies to quote for different assignments, making the apparent comparison misleading.

For a US or UK headquarters entering France, include local decision-making in the brief. Who can approve a French response when headquarters is offline? Which facts require local validation? A global brand narrative is useful, but it cannot answer every question from French employees, authorities or journalists.

These categories overlap. An independent firm can coordinate specialist partners; a network can rely on external affiliates. Request the actual account structure, identify subcontractors and establish who resolves disagreements. A map of offices does not demonstrate that the proposed team has worked together.

Test the team rather than the presentation

Give finalists the same bounded scenario: an industrial company is preparing a French announcement with implications for overseas subsidiaries. This is an illustrative exercise, not a client case. Ask for their initial questions, priority decisions and approval sequence. The reasoning is more informative than a speculative full campaign produced without access to the facts.

Meet the people who would deliver the assignment. Specify senior involvement, replacement arrangements and escalation cover in the proposal. A persuasive pitch team is not evidence that those individuals will remain available when difficult choices arise.

Compare the full coordination cost

Normalise countries, languages, deliverables, review rounds, reporting and external expenses. Include the internal management effort each proposal requires. A lower fee may move substantial coordination back to the client; a larger scope may contain production you do not need.

Examine conflicts, document access and handover arrangements. The IPRA Code of Conduct is a useful ethical reference, not a quality certificate. Ask how the provider’s principles become practical controls on your particular account, including the use of AI tools with confidential material.

Record why the chosen model fits

Use the same assessment scale for understanding, team, method, evidence, coordination and total cost. Set essential conditions before presentations: unresolved conflicts or unavailable leadership should not disappear inside an average score. Attach evidence to each assessment and record remaining uncertainties.

Prepare the brief, fixed dates, available evidence and open decisions for the first meeting. The final selection note should explain why the operating model fits this assignment. Revisit those reasons at the 90-day review rather than judging the partnership against expectations that were never agreed.
