Classify the decisions
Separate routine product facts, local implementation, strategic commitments, sensitive incidents and public-policy positions. Each category needs an appropriate validator. A system that sends every question to the chief executive is slow; a system that leaves every country free to invent commitments is incoherent. Define the middle ground explicitly.
Create a common factual foundation

Make disagreement productive
A local team may see a reputational risk that headquarters considers minor, while headquarters may know a wider strategic constraint. Require each side to state the evidence, decision and consequence. A short decision note is often more useful than a long email chain. Record the final choice and who owns the follow-up.
Test with a realistic European issue
Use a hypothetical customer controversy involving a delayed industrial deployment. Ask who confirms facts, who speaks to the customer, who approves a public response and who informs other markets. The exercise should reveal evidence gaps and ambiguous authority. Do not treat the most elegant statement as success if the team cannot obtain the facts needed to support it.
Keep governance light enough to use
Deliver a responsibility matrix, factsheet template, escalation protocol and review rhythm. Examine actual cases and remove steps that add delay without improving decisions.
