An Indian industrial project in France: prepare local dialogue early
Connect the investment case with the concrete questions of people living and working near the proposed site.
Make the project understandable at its actual stage
Before choosing communication channels, create a shared account of the site, activity, alternatives under consideration and decisions still open. Explain who owns the project and which team can answer operational questions. “A strategic investment in Europe” is too broad for someone asking about traffic near their home.
Separate intentions, commitments and dependencies
Record each claim with an owner, date and evidence. Jobs, energy demand, water use, transport and commissioning dates may depend on design, contracts or approvals. Explain those dependencies in accessible language rather than presenting every projection as a firm commitment.
An illustrative Indian components manufacturer could distinguish an initial employment estimate from positions already approved for recruitment. Its local presentation should also state which impacts are still being studied. This is a planning scenario, not a claim about a client engagement.
Organise listening while choices remain open
Ask the project’s specialists which public participation and permitting procedures apply. The CNDP explains its role and referral framework; not every project follows the same process. Communications should make the relevant process understandable, not create a parallel exercise that implies statutory requirements have been fulfilled.
Use meetings, written questions and a response register to record what people ask, what has been answered and what remains under study. Explain which aspects can still change. Do not describe consultation as endorsement simply because participants attended.
Align headquarters promises with local delivery
A group announcement in India and a discussion with a French community may happen on different calendars. Agree which figures and commitments are authorised, who updates them and how corrections travel across languages. The French project team should not discover new local promises through a headquarters press release.
What should the advisory work produce?
Useful outputs include a project factsheet, decision calendar, stakeholder map, issue log, meeting materials, a responsibilities table and a public commitments register. Prepare scenario answers for delays, revised estimates and unresolved questions.
Measure the completeness and clarity of responses, the handling of open issues and the implementation of stated commitments. A favourable quote or a large audience cannot substitute for those measures.
