Headquarters and French subsidiaries: govern decisions, not every sentence

A common fact base, clear local authority and a usable escalation route help international communications teams act consistently without waiting for headquarters to approve every reply.

Separate shared facts from local decisions

Create a versioned reference for the ownership structure, published financial information, approved commitments and facts about sensitive issues. Give every item an owner and a review date. Global figures must not become claims about French investment or employment without evidence. Keep this reference short enough for a spokesperson to use under pressure.

The operating model should distinguish local decisions, matters requiring headquarters notification and statements requiring joint approval. The criterion is the commitment being made, not the length of the content: one sentence about jobs may carry greater consequences than a technical presentation.

Give the French team an explicit mandate

Local teams need authority to explain the project in French, select relevant examples and flag questions the global narrative does not answer. They should not silently change financial facts, legal commitments or verified incident information. Record who can authorise a holding statement, who owns the French facts and who makes the final decision when functions disagree.

A US or Asian approval chain may leave the French team waiting overnight. Set named deputies, escalation windows and a pre-agreed holding response. This is an operational arrangement to agree with the actual teams, not an assumption about how an entire country works.

Worked scenario: one investment, different questions

Illustrative scenario: headquarters announces a technology investment while French employees ask about skills and local officials ask where jobs will be based. Translating the global release does not answer either question. Prepare a French fact sheet, a manager briefing and an institutional Q&A from the same verified facts.

HR and legal advisers determine any applicable employee-information obligations. Communications then works backwards from that sequence. Record unresolved questions instead of filling gaps with reassuring claims. If the project changes, identify which versions and audiences need an update.

Measure whether governance helps teams act

Track approval time, corrections after publication, unanswered questions and conflicts between country versions. These are process measures, not proof of reputational improvement. Add audience research where the objective is understanding or trust, and document the limits of each indicator.

For a first working session, bring the current approval chain, three recent announcements, the most common local questions and a list of spokespersons. A practical output is a decision matrix, a shared fact register, a headquarters–subsidiary escalation protocol and a short simulation to test them.
