The availability of crisis counseling is not just a number you can reach. It requires an identified team, a replacement system, an understanding of the organization and access to the necessary information. The communications department must examine these conditions before the emergency, when commitments can still be discussed precisely.

A sales presentation can highlight responsiveness, network and experience. These qualities need to be translated into operation. Who will actually respond? What can this person decide? How will the board work with legal, operations and senior management?

Four elements to check in the device

The first is the composition of the team: main contact, experience levels, complementary skills and replacements. The second is mobilization: ranges covered, contact arrangements, agreed deadlines and procedure if the first contact does not respond. The third is prior knowledge: available documents, interviews, scenarios and information to keep up to date.

The fourth concerns coordination. A board can write quickly without helping the organization get the facts or arbitrate. It is therefore necessary to specify its place in the cell, its deliverables and the interfaces. Request comparable proof of experience

A list of references alone does not allow a capacity to be assessed. Ask about the type of situation, the role played, the decisions prepared and the transferable lessons. Confidential information should not be demanded or exposed. An anonymized case can be useful if it clearly describes the contribution without inventing results that are impossible to verify.

Comparability is about the complexity of the problem, not just the sector. An organization spread across several countries may need advice capable of coordinating different temporalities and constraints. A smaller structure may especially need to make hitherto informal responsibilities explicit.

Test a scenario before signing

A short exercise can reveal the quality of the questioning. Present an incomplete situation and observe the first requests: does the board seek to understand the facts, the audiences and the decisions, or does it immediately offer a message? Does he know how to distinguish what can be said from what still needs to be verified?

The goal is not to obtain a complete strategy for free during the consultation. It is to examine the working method. The conditions of the exercise, its duration and the expected elements must be identical for the candidates so that the comparison remains fair and useful.

Examine the methods as well as the means

Protection of reputation does not justify opaque processes. We must discuss the processing of information, conflicts of interest, the use of subcontractors and the traceability of decisions. Relations with editorial staff must respect their independence, a principle recalled by the International Federation of Journalists. [1]

Any promise to control media coverage or guarantee the disappearance of a story must be carefully examined. Advice can improve the organization’s preparation, quality of evidence, and response. It controls neither editorial decisions nor all public reactions.

The full cost of preparation

The budget must distinguish preparation, availability, effective mobilization and additional services. An inexpensive proposal may exclude the work necessary to make the on-call service useful. Conversely, a heavy device may be disproportionate to internal risks and capacities.

The right choice is that of an understandable, tested and sustainable operation. Once the partnership is initiated, a regular review keeps contacts, scenarios and documents up to date. Preparation reduces avoidable improvisations; it does not transform the uncertainty of a crisis into a guaranteed outcome.
