Distinguish facts from positions
Product specifications, contract status, strategic commitments and legal interpretations need different validators. Build an approval map by information type. A European account manager may relay an approved technical fact but should not improvise a new investment commitment. This distinction prevents routine answers from being escalated unnecessarily while keeping genuinely sensitive statements under the right control.
Create a shared bilingual source of truth
Maintain a concise factsheet with dates, owners and disclosure status. Traditional Chinese and English versions should express the same degree of certainty. Watch words such as 'planned', 'agreed', 'approved' and 'operational': loose translation can turn a conditional project into a public promise. Store approved terminology for products and entities so that local teams do not invent competing names.
Assign authority by scenario
Prepare separate routes for a product question, customer complaint, operational incident and major strategic announcement. For each, name a decision-maker, backup and response channel. Set internal target times appropriate to the situation, clearly labelled as company procedures rather than regulatory deadlines. Test what happens outside Taiwan working hours and when the usual executive is travelling.
Integrate investor relations when it matters
Taiwan's MOPS is a central public-information reference for the market, but the company's advisers must determine its own disclosure duties. European teams should know which developments require escalation to investor relations and legal. They should also know how to continue providing approved operational information while that assessment takes place. Not every local question is a market announcement.
Rehearse a realistic disagreement
Use a hypothetical European customer who requests a public explanation of a delayed technology deployment. Sales wants reassurance, engineers are still checking causes and headquarters is concerned about wider interpretation. Ask each team what it can confirm, who decides and what interim response is possible. The exercise should reveal missing authority and evidence, not reward the most polished statement.
Keep the system usable
Deliver a one-page responsibility map, a bilingual factsheet template, approved holding responses and a decision log. Review real cases after use and remove redundant approval steps.
